Para o Conselho de Segurança das Nações Unidas,
Na noite de 12 de Abril de 2012, as chefias das Forças Armadas guineenses interromperam o processo das eleições presidenciais em curso e prenderam as principais figuras do Estado, incluindo o candidato vencedor da primeira volta e antigo Primeiro Ministro. Desde então, os autores do golpe têm baseado o seu poder em ataques contra os direitos humanos e cívicos dos cidadãos, proibindo o direito de manifestação e protesto e restringindo a liberdade de viajar de figuras importantes da sociedade guineense através da publicação de listas negras, promovendo um clima de ameaça e intimidação, com a colaboração de alguns sectores da oposição civil.

Após a libertação e exílio forçado do antigo Primeiro Ministro e do Presidente da República, a CEDEAO – Comunidade Económica dos Estados da África do Oeste, a que a Guiné-Bissau pertence, veio impor, na noite do dia 10 de Maio, o nome de um Presidente de Transição, alguém anteriormente recomendado pelo Comando Militar do golpe de estado. Esta suposta tentativa de estabilização vem, assim, consagrar e perpetuar o recurso à violência e à força militar como forma legítima de alcançar o poder. O slogan da CEDEAO “tolerância zero para os golpes de estado” ficou assim exemplarmente contradito por uma intervenção que muitos cidadãos e cidadãs guineenses já denominam como o “segundo golpe de estado”.

O repúdio face ao golpe militar; as denúncias de violação dos direitos cívicos; as inquietações pela rápida degradação da situação económica, sanitária e alimentar das populações; o sentimento de medo face à arbitrariedade do poder constituem os pilares dos diversos posicionamentos, manifestos e testemunhos dos cidadãos e cidadãs e das organizações da sociedade civil guineenses que não se reconhecem neste novo episódio de conquista do poder pela força e exigem que, desta vez, a legalidade seja reposta, garantindo a paz e segurança da população.

Nós, cidadãos e cidadãs que reconhecem nas Nações Unidas o garante da vontade expressa legitimamente pelos povos:

- Denunciamos todo e qualquer processo de legitimação do golpe de estado;

- Opomo-nos ao envio de uma força armada fora do quadro das Nações Unidas e com o objectivo de impor soluções anticonstitucionais e desrespeitadoras da vontade expressa do povo guineense;

- Exigimos das Nações Unidas e das várias instâncias internacionais a condenação e sanção de quaisquer actos de perseguição e de terror político, assim como uma contribuição activa e inequívoca com vista à reposição da ordem constitucional e à retoma do processo eleitoral interrompido pelo golpe de estado.

Au Conseil de Sécurité des Nations Unies,

Dans la nuit du 12 au 13 avril 2012, les dirigeants des Forces Armées bissau-guinéennes ont interrompu les élections présidentielles et ont emprisonné les principales figures de l'État y compris le candidat vainqueur du premier tour et ancien Premier Ministre. Depuis, les auteurs du coup d'État ont mis en place, avec la complicité de certains secteurs de l'opposition civile, un pouvoir basé sur des attaques aux droits humains et civiques des citoyens, interdisant l'exercice du droit de manifestation, restreignant le droit à voyager de figures importantes de la société bissau-guinéenne par le biais de la diffusion de liste noires et établissant un climat de menace e d'intimidation.

Ayant obtenu la libération et l'exil forcé de l'ancien Premier Ministre et du Président de la République, la CEDEAO – Communauté Économique des États de l'Afrique de l'Ouest de laquelle la Guinée-Bissau est membre, a imposé, dans la nuit du 10 mai, le nom d'un Président de Transition, celui-là même que le Comando Militar auteur du coup d'État avait peu avant recommandé. Cette pseudo tentative de stabilisation vient ainsi consacrer et perpétuer le recours à la violence et la force militaire comme forme légitime de prendre le pouvoir. Le slogan de la CEDEAO “tolérance zéro pour les coups d'États” s'est ainsi vu bafouer de manière exemplaire par une intervention que de nombreux citoyens et citoyennes bissau-guinéens qualifient désormais de “second coup d'État”.

Le rejet du coup d'État militaire, les dénonciations de violations des droits humains et civiques, les inquiétudes face à la rapide dégradation de la situation économique, sanitaire et alimentaire des populations, le sentiment de peur face au caractère arbitraire du pouvoir en place constituent les principaux éléments des divers documents, manifestes, témoignages et positionnement des citoyennes et citoyens bissau-guinéens et des organisations de la société civile qui ne se reconnaissent pas dans ce nouvel épisode de conquête du pouvoir par la force et exigent que, cette fois, la légalité soit rétablie, garantissant la paix et la sécurité de la population.

Nous, citoyennes et citoyens qui reconnaissons dans l'Organisation des Nations Unies le garant de la volonté légitimement exprimées par les peuples:

- dénonçons les processus de légitimation du coup d'État ;

- nous opposons à l'envoi d'une force armée, en dehors du cadre des Nations Unies, ayant pour objectif l'imposition de solutions anticonstitutionnelles et irrespectueuses de la volonté exprimée par le peuple bissau-guinéen ;

- exigeons des Nations Unies et d’autres instances internationales la condamnation et la sanction pour tout acte de persécution et de terreur politique ainsi qu'une contribution active et sans ambigüité visant le rétablissement de l'ordre constitutionnel et la reprise du processus électoral interrompu par le coup d'État.

STOP MILITARY PUTSCHES IN GUINEA-BISSAU
Freedom, Security and Progress for Bissau-Guinean people

To the Security Council of the United Nations,

On the evening of April 12, General Staff of Guinea-Bissau armed forces interrupted the ongoing presidential election’s process and arrested major figures of the State, including the winning candidate of the first round and the former Prime Minister. Since then, the coup’s authors have based their power on attacks against human and civil rights, forbidding the right to protest and restricting the freedom to travel of important figures of Bissau-Guinean society, by publishing blacklists and promoting a climate of threat and intimidation, with the collaboration of some sectors of the civil opposition.

After the releasing and the forced exile of the former Prime Minister and of the President, the ECOWAS – Economic Community of West African States, to which Guinea-Bissau belongs, has imposed, on the evening of May 10, a transitional President, someone previously recommended by the Military Command of the Coup d’état. This alleged stabilization attempt supports and perpetuates the use of violence and military force as a legitimate way to reach power. The ECOWAS’ slogan “zero tolerance for coups d’état” was so exemplary contradicted by this intervention that many Bissau-Guinean citizens have already called it a “second coup d’état”.

The rejection of the military coups; the reports of violations of civil rights; the concerns for the rapid degradation of the economic, health and nutrition situation; the feeling of fear over the arbitrariness of power are the basis of several documents, statements and testimonies of the Guinean citizens and civil society organizations who do not recognize themselves in this new episode of conquest of power by force and demand legality to be restored, ensuring peace and the security of the population.

We, citizens that recognize the United Nations as the warrant of the legitimately expressed will of the peoples:

- denounce every process of legitimization of the coup;

- are opposed to the intervention of any armed force outside the UN framework in order to impose unconstitutional solutions that disrespect the will expressed by Bissau-Guinean people;

- call on United Nations and other international institutions to condemn and sanction any acts of harassment and political terror as well as to contribute in a proactive and clear way towards the restoration of the constitutional order and the resumption of the electoral process interrupted by the coup.
